Thanks for the ideas to work around this problem, John. However, I'm looking for a solution that I can provide to faculty regardless where they are teaching, without requiring them to install 3rd party software.
I've tried running VIDEO_TS.IFO with WMP. The DVD plays fine as long as the video files are stored on the local harddrive or optical disk. In fact, WMP plays the DVD files from a USB Flash Drive when the OS is WinXP! Unfortunately, Windows Vista prohibits playback of the same DVD files from a USB Flash Drive, reporting that the DVD I authored is not encoded with the correct region code. The error message and the problem don't match - but that's a different issue.
VLC does allow DVD playback from a USB Flash Drive, and I can offer this as a work-around for some of our faculty. Unfortunately, they often teach at facilities where they are required to use a computer provided by the facility; we cannot install programs like VLC to their computers. But we CAN plug a flash drive into their computers and run our PowerPoint presentations and show our videos (unless the facility provides a Vista computer).
As more people buy computers that ship with Vista, this problem is becoming more urgent. Do you have some other ideas, John? Others?
